Gail T. Kulick

Mediator / Arbitrator

Gail T. Kulick retired in 2026 after serving in the Seventh Judicial District as a Mille Lacs County District Court Judge for over 10 years. She is now a mediator with Gilbert Mediation Center for real estate and probate disputes. Gail began her career practicing in the areas of real estate, estate planning and probate in 1985. By 1986 she opened her own practice, Kulick Law Office. She was elected to the Minnesota House of Representatives in 2008 and served one term, during which she successfully advanced legislation affecting real property transactions and property taxation. In 2012, Gail was appointed as the Commissioner of Corporate Affairs for the Mille Lacs Band of Ojibwe, where she served as CEO of Grand Casino Mille Lacs and Grand Casino Hinkley and furthered real estate and business development for the Band. She served on the Title Standards Committee of the Real Property Section of MSBA for over 20 years and was the Examiner of Titles for Mille Lacs County until her appointment to the Bench. Gail served as City attorney for many of the cities in Mille Lacs County, handling zoning and other matters. As a District Court Judge Gail regularly presented to other Judges on issues including probate law and procedure.

Judicial Activities

• Co-created Mille Lacs County Drug Treatment Court.
• Presided over criminal cases and civil disputes, including probate and real property cases.
• Mentored new Judges on Real Estate and Probate law and procedure.
