Judge Baxter

M. Michael Baxter served as a Minnesota District Court Judge in the First Judicial District from 2008 to the end of 2018.  The First Judicial District includes the counties of Dakota, Goodhue, Scott, Carver, Le Sueur, Sibley and McLeod.  Judge Baxter practiced law with Robins, Kaplan, Miller & Ciresi (now Robins Kaplan) from 1991-2000.  He opened a solo practice firm in 2000 and started Baxter Engen in 2003 and practiced there until his appointment to the bench.

Judge Baxter’s practice at both firms was mostly civil litigation including products liability (both defense and plaintiff cases), insurance cases including defense, coverage and large loss subrogation, and general business litigation and other disputes.  Judge Baxter was lead counsel in numerous jury and court trials, arbitrations, mediations, motions and depositions.  He worked in sales and sales management in the construction products business for 15 years before law school.

Judge Baxter has a bachelor’s degree in political science from the College of St. Thomas (now the University of St. Thomas) and a juris doctorate, magna cum laude, from William Mitchell College of Law (now Mitchell Hamline).



  • Significant experience representing major insurance companies in defense, coverage and subrogation cases throughout the United States
  • Lead counsel in several multi-million dollar subrogation cases

Products Liability

  • Represented national corporations, including a manufacturer of recreational vehicles, a manufacture of exercise equipment and other consumer products
  • Handled products liability/personal injury defense cases throughout the U.S. from the claim stage through final resolution, including trials, arbitrations and mediations. Specific responsibilities and achievements include:
    • Selecting and coordinating expert witnesses and consultants
    • Analyzing and evaluating cases
    • Negotiating with opposing parties and counsel
    • Conducting depositions, motions, hearings and trials
    • Reviewing and editing owner’s manuals, training materials and marketing and sales literature



  • Managed a sales force of 6 people over a five state sales region for an asphalt roofing manufacturer. Responsible for all sales, budgets, administration and product complaints (1976-1987)
